The student will then receive a <em>GPA Warning<\/em> for the following Fall semester, and will still be eligible for financial aid.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Students who do not meet the Speed\/Maximum Timeframe standard of SAP will not be granted a Warning term.\u00a0 These students will automatically lose financial aid eligibility, but may file an appeal to have their aid reinstated.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong>Regaining Eligibility<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Apart from successfully appealing, or enrolling in an academic plan, students who are disqualified due to low GPA or low-credit hour completion will regain financial eligibility once they achieve the required GPA or credit completion as long as they have not completed more than 150% of their program requirements.\u00a0 Undergraduate students who are disqualified due to exceeding the 150% of the required units for their program will regain eligibility after they become a\u00a0graduate student once the Bachelor\u2019s degree is posted.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong>SAP Appeal Process<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong>SAP Appeals will be accepted within 30 days of the date of SAP status notification, but no later than November 1 (fall) or April 1 (spring), whichever comes first.<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If, after one <em>SAP Warning term<\/em>, the student does not meet the Satisfactory Academic Progress criteria, s\/he may submit an appeal for reinstatement of financial aid eligibility.\u00a0 Appeals may be based on death of a relative, injury or illness of the student, or other special circumstances.\u00a0 SAP appeals must be written using the <a href=\"http:\/\/wcsu.edu\/currentstudents\/SAP_Waiver.pdf\">Satisfactory Academic Progress Appeal form<\/a>, and submitted with supporting documentation and a written explanation of what <span style=\"text-decoration: underline\">has changed<\/span> that will allow the student to complete SAP during the next academic term.\u00a0<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If the appeal is approved by the committee, the student\u2019s aid eligibility will be reinstated.\u00a0Should an appeal be denied, financial aid will be cancelled for the next term.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><em><strong>Appeal Outcome and Academic Plan<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If a student appeals successfully, financial aid eligibility will be reinstated for the following term.\u00a0By the end of term, the student must be meeting the previously unmet SAP standard in order for financial aid to continue to be reinstated for future terms. <\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Students who fail to meet the standard will be ineligible for financial aid in the subsequent term or until such time as they again meet the requirements of SAP.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Some appeal approvals may be based upon a student\u2019s enrollment\/completion of an <em>Academic Plan<\/em> as developed by the SAP Appeal Committee.\u00a0 The Academic Plan will outline specific academic conditions that must be met in order to maintain financial aid eligibility.<\/span><\/p>\n<p><span style=\"font-size: 12pt\"><strong><span style=\"font-family: times new roman,times\">Financial Aid Withdrawal Policy<\/span><\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong><em>What is a Return of Title IV Funds<\/em> (R2T4)?<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Federal regulations require Title IV financial aid funds to be awarded under the assumption that a student will attend the institution for the entire period in which federal assistance was awarded. When a student withdraws from all courses for any reason, including medical withdrawals, s\/he may no longer be eligible for the full amount of Title IV funds that he\/she was originally scheduled to receive. The return of funds is based upon the premise that students earn their financial aid in proportion to the amount of time in which they are enrolled. A prorated schedule is used to determine the amount of federal student aid funds he\/she will have earned at the time of the withdrawal. <\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Thus, a student who withdraws in the second week of classes has earned less of his\/her financial aid than a student who withdraws in the seventh week. Once 60% of the semester is completed, a student is considered to have earned all of his\/her financial aid and will not be required to return any funds.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong><em>When is a Return of Title IV Funds Required<\/em>?<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If a student\u2019s enrollment status changes for an entire term (i.e., official withdrawals and administrative withdrawals), the school must recalculate the student\u2019s awards to determine the amount of aid s\/he will have earned based on the date of withdrawal.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If a student does not begin attendance in all of his\/her classes, the school must recalculate the student\u2019s awards based on the lower enrollment status.\u00a0 For instance, a student registers for a full-time course load (15 credits) but only begins attendance in three classes (nine credits); in this case, the student\u2019s awards must be recalculated based on the lower enrollment status (nine credits).<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><em><strong>Timeline for a Return of Title IV Funds<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">The Office of\u00a0Financial\u00a0Aid\u00a0and Student Employment\u00a0must determine the amount of aid that was earned and how much was unearned; the unearned aid is returned to the U.S. Department of Education by WCSU on your behalf.\u00a0 WCSU is required to recalculate Title IV Funds within 30 days from the date of withdrawal.\u00a0 In the event that funds need to be returned, WCSU is required to return funds within 45 days from the date of withdrawal.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">The amount of unearned aid will be returned to the U.S. Department of Education.\u00a0 Because the institutional refund policy is different\u00a0from the Financial Aid Return of Title IV Funds policy, any return of funds may result in a balance due to WCSU.\u00a0 This is posted as a charge to your WCSU student account and must be repaid immediately.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><em><strong>Post-Withdrawal Disbursement<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If you did not receive all of the funds that you earned prior to your date of withdrawal, you may be due a post-withdrawal disbursement.\u00a0 If your post-withdrawal disbursement includes loan funds, WCSU must get permission before it can disburse them by collecting a post-withdrawal Disbursement Permission form.\u00a0 You may choose to decline some or all of the loan funds so that you do not incur any additional debt.\u00a0 WCSU may automatically use all or a portion of your post-withdrawal disbursement grant funds for tuition, fees, and room and board charges (as contracted with the school).\u00a0 WCSU needs your permission to use the post-withdrawal grant disbursement for all other school charges.\u00a0 If you do not give permission, you will be offered the funds;\u00a0 however, it may be in your best interest to allow WCSU to keep the funds to reduce your debt at the school.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong><em>When is a Return of Title IV Funds Not Required<\/em>?<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">If you withdraw from one or more courses during a semester but remain enrolled in classes, a Return of Title IV Funds is not required.\u00a0 Withdrawing from one or more courses can, however, affect your Satisfactory Academic Progress and, in turn, your financial aid eligibility for future semesters.\u00a0 Please see our Satisfactory Academic Progress Policy.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong>Student Employment<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">Student employment is an integral part of the university and of university\u00a0life for many students. Student labor benefits the\u00a0institution in almost every academic and administrative department on campus. The student&#8217;s employment\u00a0can be related to\u00a0his\/her program of study and\/or interests and work schedules can be\u00a0arranged around\u00a0the student\u2019s academic schedule.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">WCSU employs approximately 800 students during the academic year. The types of positions available are as diverse as the students themselves. Students are employed based on the needs of each department, availability of funds, and the student\u2019s experience in specific areas. \u00a0 \u00a0 \u00a0<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\">All federal and state funds are subject to federal and state regulations as mandated.\u00a0<\/span><\/p>\n<p><span style=\"font-family: times new roman,times;font-size: 12pt\"><strong>Graduate Assistantships<\/strong><\/span><\/p>\n<p><span style=\"font-size: 12pt;font-family: 'times new roman', times, serif\">Graduate\u00a0Assistantships\u00a0provide\u00a0on-campus,\u00a0extracurricular,\u00a0hands-on\u00a0learning\u00a0experiences and stipends\u00a0to\u00a0graduate\u00a0students.\u00a0Assistantships\u00a0are\u00a0not\u00a0scholarships (which\u00a0are\u00a0awarded independently of any expectation of corresponding activity), and they are not work\/study appointments (which provide hourly wages for usually non-educational\u00a0work).<\/span><\/p>\n<p><span style=\"font-size: 12pt;font-family: 'times new roman', times, serif\">Graduate Assistant positions are available to well-qualified, matriculated\u00a0<b>GRADUATE STUDENTS<\/b>\u00a0in institutional activities that are academically relevant to the student&#8217;s program of study. Bill\u00ae (Ch. 33) or Vocational Rehabilitation and Employment (Ch. 31) benefits, while payment to the institution is pending from the VA. WCSU will not:<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Prevent the students enrollment;<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Assess a late penalty fee to;<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Require the student to secure alternative or additional funding;<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">However, to qualify for this provision, such students will be required to:<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Provide Chapter 33 Certificate of Eligibility (or its\u2019 equivalent) or for Chapter 31, VA VR&amp;E\u2019s contract with the school on VA Form 28-1905 (or its\u2019 equivalent) by the first day of class.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">o Note: Chapter 33 students can register at the VA Regional Office to use E-Benefits to get the equivalent of a Chapter 33 Certificate of Eligibility. Chapter 31 students cannot get a completed VA Form 28-1905 (or any equivalent) before the VA VR&amp;E case manager issues it to the school.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Provide written request to be certified;<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">\u00b7 Provide additional information needed to properly certify the enrollment as described in other institutional policies.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\"><strong>Military Tuition Assistance (TA)<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">What is Military Tuition Assistance (TA)? Military Tuition Assistance (TA) is a benefit paid to eligible members of the Army, Navy, Marines and Air Force and Coast Guard and can only be used while the student is in the service. TA is not the same as the GI Bill. The GI Bill is for Veterans and their dependents and is administered from the Veterans Administration.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">What Will Military Tuition Assistance Cover? Congress has given each service the ability to pay the cost of the tuition expense, up to $250 per semester hour, not to exceed $4,500 per fiscal year (October 1 \u2013 September 30th). Please note: The total amount of student TA cannot exceed the total amount of tuition. This money is usually paid directly to the institution by the individual services. TA may be used for fall and spring semesters only. You may not use TA at WCSU for summer or winter sessions. This policy only applies to this type of educational benefit and does not apply to Veterans or those using Veteran benefits under the Post 9\/11 GI Bill \u00ae.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">How Do I Use My Military Tuition Assistance? Prior to registering for classes at WCSU, you should consult with your unit or base Educational Services Office (ESO) in order to receive firsthand guidance and information regarding your service\u2019s TA requirements. TA is administered and paid from each service\u2019s own funds. The eligibility requirements, application steps, and processing procedures vary from branch to branch. Your unit or ESO will confirm that you meet the eligibility requirements and will review your branch\u2019s application procedures. You must have the required authorization from your branch before you can use your TA education benefit. Please note: It is the service member\u2019s responsibility to complete and submit TA applications no later than 14 days prior to the start of the semester. Once you have arranged for your TA with your unit or ESO, you may enroll in a course.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">For your information and convenience, please find below each service\u2019s TA website: \u00b7 Army: Go Army Ed \u00b7 Navy: Navy Tuition Assistance \u00b7 Air Force: Air Force Portal \u00b7 Marines: Marines Portal \u00b7 Coast Guard: Coast Guard Education<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">Return of Unearned Military Tuition Assistance (TA): Military Tuition Assistance (TA) is awarded to a student under the assumption that the student will attend school for the entire period for which the assistance is awarded. When a student withdraws, they may no longer be eligible for the full amount of TA funds originally approved. To comply with the Department of Defense (DoD) policy, Western Connecticut State University will return any unearned TA funds on a prorated basis through at least the 60% portion of the period for which the funds were approved. TA funds are earned proportionally during an enrollment period, with unearned funds returned based upon when a student stops attending. All unearned TA funds will be returned directly to the Military Agency of the DoD and not the service member. After 60% of the semester has passed, TA will not be evaluated for a return to the DoD.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">The return of TA funds may result in a balance due on the student account. To determine the amount of TA that needs to be returned, the institution will determine the date the withdrawal was submitted, and then divide that by the number of days in the term to determine the percentage of TA that was earned by the student.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">o Example: The student enrolled in a course that\u2019s duration is 30 days. The withdrawal was submitted on the 14th day. The institution would perform the calculation to determine how much TA was earned by the student\u2019s attendance (14 divided by 30 equals 46.6%. 47% of the TA authorized was earned by the student, which means 53% of what was authorized will be returned to the DoD).<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\"><strong>Air Force ROTC<\/strong><\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">Students at Western Connecticut State University (WCSU) are able to take Air Force Reserve Officer Training Corps (AFROTC) classes at Yale University\u2019s main campus in New Haven, CT and earn a commission as second lieutenant.<\/span><\/p>\n<p><span style=\"font-family: times new roman,times,serif;font-size: 12pt\">Through the AFROTC program, WCSU students, without paying extra tuition, can pursue a commission as an officer in the United States Air Force. The freshman and sophomore courses carry no military obligation and are open to all students. Scholarships are also available for qualified students.
