Mission of the Division of Justice and Law Administration

The administration of justice and law is a fundamental aspect of society in the United States, touching all areas governed by legal frameworks. The Division of Justice and Law Administration (JLA) is committed to offering students a comprehensive blend of substantive and practical education. The courses are structured to equip students with the necessary skills and knowledge required for a range of professional opportunities in law, public service, social systems, and private enterprises.

Primary Purposes

  1. Enhancing Student Abilities: The division is focused on improving students’ reasoning skills, written and verbal communication, and engagement in scholarly activities.
  2. Fulfilling Career Goals: JLA aims to support students in achieving their professional aspirations in the administration of justice, regulatory, protective, or rehabilitative services, as well as law-related fields.
  3. Supporting Further Education: The division assists students in pursuing undergraduate and graduate studies in law, criminology, public administration, rehabilitation services, criminal justice, and related disciplines.

The Division of Justice and Law Administration provides a Bachelor of Science degree, a Minor in Justice and Law Administration, along with a variety of undergraduate elective courses to meet diverse educational interests and career objectives.

Learning Outcomes

A JLA graduate should be able to:

  • Engage in scholarship that is relevant to the options within the JLA program
  • Use quantitative, qualitative and critical thinking skills to analyze and propose solutions to practical problems in the areas of law, criminology, rehabilitation services, criminal justice, and associated areas.
  • Demonstrate proficiency in the areas of written and oral communication

History

The Division of Justice and Law Administration—originally established as the Department of Criminal Justice—was founded in 1976 by Professor Solomon Gross and Dr. Frank Muska with a $14,000 grant from the Federal Law Enforcement Assistance Administration. The inaugural cohort consisted of 14 students.

During its early years, the Division focused primarily on criminal justice education. Over time, its academic scope expanded significantly, evolving into a multi-option program that includes Law Enforcement, Legal Studies, Criminology, Corrections, Probation and Parole, Offender Rehabilitation, a Paralegal Sequence, and Homeland Security.

The Division has benefited from sustained leadership (chair position) that has guided its growth and academic development:

  • Dr. Frank Muska (1978–1982)
  • Dr. Harold B. Schramm (now Professor Emeritus), (1982–1991)
  • Dr. David Whelan (1991–1993)
  • Dr. David Machell (now Professor Emeritus), (1993–2003)
  • Dr. Michael Foley (now Professor Emeritus), (2003–2009)
  • Professor Charles Mullaney (now Professor Emeritus), (2009–2015)
  • Dr. Anthony Markert (now Professor Emeritus), (2015–2017)
  • Dr. George Kain (now Professor Emeritus), (2017–2021)
  • Dr. Kim Marino (2021–2025)
  • Dr. Hasan T. Arslan, Incumbent Chair

Under this collective leadership, the Division grew into one of the largest majors at WCSU.
